In 2001 the European Community promulgated a directive on the approximation of the laws, regulations and administrative provisions of the member states concerning the manufacture, presentation and sales of tobacco products.
Its text is currently under review to introduce changes which take into consideration also the guidelines of the Framework Convention on Tobacco Control (FCTC), the first international treaty of the World Health Organization (WHO).
On December 19th 2012, the European Commission has officially presented its revision proposal that has been submitted to the European Parliament and the Council.
On June 21st 2013, during the Health Council, Ministers reached a general approach on a revise draft of the EU Tobacco Products Directive.

The European Parliament has identified Ms. Linda McAvan as its rapporteur and on October 8th finally voted in plenary the EP text and the mandate to the rapporteur to start the negotiations in the trialogue.
